You are sure also that it has actually 64 worker threads? Many applications has many threads, but most of them are idle the majority of the time, and such process/application would not gain from having more vCPUs. Just to be sure in itself that this is a good setup for your VM - since it is an extreme amount of vCPUs which would put some overhead to the host itself also.
As for your problem in itself, what do you see if going to Device Manager and processors?
