Glad to hear I'm not the only one with the double-click Start Button issue.
I looked into the taskbar events at MSDN and it didn't mention any mouse events at all for the taskbar itself, only taskbar objects. So I'm not sure there even is an event fired when the mouse leaves the taskbar proper.
