One More Update...
This issue still exists and now is an undocumented feature in Version 8.
I realize I have said otherwise, but I do not believe that outlook is off the desktop. Instead it is sized to 0,0,0,0 (x, y, width, height) in the upper left corner.
My two methods of repair are ALT & SPACE followed by SIZE or the MoveOutlook.exe from this post.
