Not an expert in this storage but, i have the following comments !!
1. In the screenshot posted above it shows the volume is "locked." I hope this volume is kind of encrypted and esxi can't continue with formatting the drive with VMFS due to this encryption!!. Try unlocking the volume if possible
2. Can you make sure that actual storage is bound to this device which you have created. in some storage like vmax, we can create thin devices and present the device to esxi. But if we miss to bound the device to a storage pool it can throw similar errors.
3. If still not fixed, Can you please post the vmkernel messages during your next vmfs creation time frame
